推进 ActionDispatcher 模块、完善行动程序规范与加载逻辑

- 明确行动程序的存储形式与加载规则,分为执行程序和描述文件,前者负责逻辑,后者提供必要的描述性信息;
- 将 ActionInfo 重命名为 ActionData,更新相关接口和实现,增强代码一致性和可读性;
- 添加异常处理类以支持行动程序、描述信息的初始化和加载失败的场景;
- 实现行动程序目录的监控功能,支持行动程序的动态加载与管理;
- 明确了 ActionDispatcher 两个子模块的输入输出规范
